A successful scream campaign produces conversations that were previously marginal becoming mainstream — not by manipulation, but by the cumulative weight of receipted documentation across a sustained period. Federation seeks specific Overton shifts (community-owned AI, federated governance, transparent mediation, witness epistemology) through patient witnessing, not single high-profile bursts.

What this term defines

The outcome metric Scream Protocol optimizes for — measurably moving the public conversation about AI governance, community ownership, and constitutional epistemology toward the federation's positions. Not by persuasion, virality, or rhetorical victory, but by sustained accumulation of receipted witness over time until the formerly marginal becomes assumed.

The Overton window concept

Originating from public policy analysis (Joseph Overton, 1990s), the Overton window describes the range of policies considered politically acceptable at a given time. Outside the window: unthinkable. Inside: discussable. The window shifts when sustained discourse moves what is sayable.

Scream Protocol adopts this concept for AI/governance discourse: certain ideas (community-owned AI governance, federated constitutional protocols, validators-as-witnesses) are currently outside the mainstream window. Sustained witness can shift the window.

Single viral hits without sustained background witnessing do not shift Overton windows. Sustained background witnessing without occasional viral hits also under-performs. The combination — patient sustained witness with occasional resonant amplification — works.

What this is NOT

• Influencer playbook — Overton shift is structural, not personality-based
• Propaganda — would violate scream_truth_only; receipts and counter-invitations protect

Why mutable
