Current welfare standards are minimum baselines, not endpoints. The Animal Welfare protocol commits to continuously improving welfare as scientific knowledge, alternative technologies, and ethical understanding grow. Standards tighten over time, never loosen. New evidence of suffering triggers review. Better alternatives replace worse ones as they become viable.


What this rule operationalizes

The direction of evolution. Animal Welfare is not a stable corpus to be defended unchanged; it's a moving floor that rises as evidence accumulates and alternatives improve. This rule formalizes the asymmetry: amendments that strengthen welfare are normal; amendments that weaken it require fork-freedom (different protocol, not this one).

Triggers for standards review

  • New scientific evidence — research demonstrating previously unrecognized suffering, or refining suffering thresholds
  • New alternative technologies — in vitro methods, computational models, plant-based alternatives that replace animal-dependent practices
  • New welfare assessment methods — better indicators of subjective states, more precise stress measurement
  • Public health crises — situations like pandemics may require welfare-context adjustments (with constitutional review)

Directional commitments

  • Tighten, never loosen. A welfare standard that improves can be ratified through MUTABLE vote; one that weakens must use the fork-freedom path (split off as a different protocol).
  • Evidence-driven, not market-driven. Industry economic pressure does not justify standards reduction (per biological_primacy).
  • Inclusive of new species/contexts. As sentience evidence emerges for previously-unrecognized species (e.g., octopuses, decapod crustaceans gaining legal sentience in some jurisdictions), welfare protections extend.

Why mutable

This rule itself is operational and may need refinement as the protocol matures and acquires real implementation experience. The CONCEPT (continuous improvement, asymmetric refinement) is constitutional in spirit; the SPECIFIC triggers and procedures can evolve.
