Proportionality
system-sync· noviceslug: proportionality element_type: RULE mutability: MUTABLE inline: true current_version: 1 contentURI: null
The severity of harm to animals must be weighed against the necessity and magnitude of benefit. Trivial benefits cannot justify significant suffering. Essential needs may justify limited animal use only when welfare safeguards are maximized and no alternative exists. Convenience, aesthetic preference, and entertainment do not constitute sufficient justification for inducing suffering.
What this rule operationalizes
The trade-off framework. Animal Welfare governance is not absolute (no human use of animals ever); it's proportional (use must be justified by genuine necessity, with maximum welfare protection, and only when no alternative exists).
Justification examples
| Use case | Justified? | Reasoning |
|---|---|---|
| Medical research with no alternative that could save many lives | Yes, with maximum welfare safeguards | Magnitude of benefit + no alternative + safeguards present |
| Cosmetic testing | No | Alternatives exist (in vitro, in silico) + benefit (aesthetic) does not warrant suffering |
| Entertainment involving suffering (circuses with wild animals, fighting sports) | No | Entertainment value is not necessity |
| Food production with welfare standards | Conditional | Depends on alternative availability + standards compliance |
| Animal use in research where in silico methods now exist | No | "No alternative exists" condition violated |
Why mutable
Proportionality is an operational framework that should refine as:
- Alternatives (in vitro, computational) emerge for previously animal-dependent research
- Industry practices evolve toward higher welfare standards
- Cultural understanding of what counts as "necessity" shifts
The principle (proportionality itself) is constitutional; the specific applications are tunable through regular governance vote.
Inspired by dahao-animal-welfare-test-1/data/principles.json::@proportionality. Reframed as a RULE (operationalizable) rather than a freestanding principle, with MUTABLE flag reflecting evolving practice.
